Japanese culture was mostly imported from China, unless you are talking about Jomon culture which is now extinct.

I hope Japanese people reading this will be open minded. I travel to both China & Japan frequently, because I work for a Japanese firm that has a factory in China. But I live in the US. I am sent to China via Tokyo frequently, this year I've done it 4 times, last year 7 times total. I'm not Chinese, but I believe the culture in China is much better even though its not as clean as you said as Japan. One thing the Japanese people do not know is how much more individual freedom everyone outside Japan has versus people in Japan. Yes, you might have your cleaner restrooms, spotless streets, and healthier looking people, but my question to you is are you all healthy inside. I mean mentally? I myself do not think so compared to the rest of the world. And I deal with people from cultures all over the world here in the US. I see Japanese as being imprisoned by your society and a majority do not know about it. I watch Japanese tourists here in the US and did you know out of all foreign visitors here, only the Japanese use tour guides or travel agents (JTB, etc) to take them around. Doesn't matter if there are only 2 or a whole group, you are all kept together not allowed to wander off.
