Kim was building a nuclear reactor to generate electricity as he cannot afford to import expensive oil. (He was NOT making a nuclear plant.) The type of reactor, similar to those of China, could breed nuclear plant-making materials.
Under an agreement, Clinton got Kim to stop work on the reactor,....and undertake to build two other reactors for N Korea which could NOT be used for producing plant-making materials.
During the construction of the new nuclear reactors, Clinton agreed to supply enough oil for generating electricity.
In return, N Korea agreed to accept regular inspections by UN inspectors to ensure the original nuclear reactor was mothballed. Things worked fine.....until Bush took over.
Bush torn the agreement to pieces He pushed Kim over the edge by threatening to attack Korea.
In respond to Bush high handedness and aggressive stance, Kim chased the UN inspectors out of N Korea, and proceeded to complete work on the original reactor. After 4 years, he now has enough material to make a few nuclear plants.
Can Bush swallowed his threat...and sign a non aggression pack with Korea .....NO Can Bush swallowed his pride....and resume the construction of the 2 new-design reactors ....No Can Bush supply oil ....free of charge, for during the construction period.....No
Under the circumstances, N Korea has a right to take whatever steps necessary to prepare for an attack from the USA, including making nuclear plants and ICBMs.
Bush has stupidly manoeuvred himself into a corner, ... untenable situation, riding a tiger now. Objective observers know that Kim is not the bad guy,... Bush is the devil.
