Granted. The government must not only make a law, it must uphold the law. And it does. This is *history* we're talking about.
They typically occured as a result of unsolved crime, racism etc.. yes I can agree that it is on a par with executing people because they are homoloveual. Yet this is history. It is not condoned by the government and the US has a proud history of overcoming such violence.
If the circumstances justify the actions of the police officers then yes society does condone it and it has nothing to apologize for.. if you hold people hostage or otherwise present a danger to society you may have to be taken out.
As for those incidents which are not justified, police are investigated and if possible prosecuted. This does not indicate tolerance of police brutality.

I am judging Iran based on a set of moral beliefs.. that it is wrong to kill people because they are homoloveual.. that it is wrong to impose your religion on everyone as the law of the land. That it is wrong to advocate genocide against another nation.
Can't eliminate the possibility that the solar system revolves around the Earth.. doesn't mean it is likely.
